I sold an expensive phone on eBay... but buyer worries me.. what should I do?

I sold a phone on ebay with a notice to bidders to only bid if they have the funds available to pay right away. Well just my luck I get stuck with the highest bidder who doesn't have the funds and is asking for a week to pay. I'm not sure what to do here. I'm not sure what to do here. Should I wait a week and risk her backing out (which I have a feeling will happen) or decline and relist it. I can also offer it to 2nd highest bidder, which never seems to work cause they are suspicious that they were bid up.

Or maybe I should ask for a non-refundable downpayment?

If you stated do not bid unless you have the funds to pay right away, reject that buyer, go to the next highest, tell then the situation and offer to them at the highest bid they made, but tell them they need to have the funds right away
